Tom Rafter is a veteran trial attorney with well over twenty years of experience in handling a wide range of both civil and criminal cases. Mr. Rafter has handled and tried criminal cases ranging from DUI/Drunk Driving cases to Homicide and complex white collar fraud cases. He has also handled and tried a wide array personal injury cases including an extensive number of car accidents, slip and falls, and wrongful death cases.
Mr. Rafter graduated from the University of Baltimore School of Law in 1993. He then joined the Howard County State’s Attorney’s Office as an Assistant State’s Attorney. For the better part of a decade, he prosecuted hundreds of DUI cases as well as having numerous felony jury trials involving narcotics cases and violent crimes including homicide.
Following his stint in the Howard County State’s Attorney’s Office, Mr. Rafter accepted a position in the Homicide Unit of the Baltimore City State’s Attorney’s Office. In his seven years as a homicide prosecutor, Mr. Rafter litigated a wide range of complex and high profile homicide cases.
In 2007 Mr. Rafter was offered a position in the Office of the Attorney General as an Assistant Attorney General in the in the Medicaid Fraud Control Unit (MFCU). In the MFCU, Mr. Rafter directed investigations and successfully prosecuted numerous complex white-collar felony healthcare fraud cases. Mr. Rafter not only prosecuted criminal white-collar fraud cases but also negotiated and successfully] settled multiple large civil cases on behalf of the Attorney General’s Office. In addition to litigating cases in the District and Circuit Courts of Maryland, Mr. Rafter has also successfully argued cases before the Maryland Court of Special Appeals.
In private practice, Mr. Rafter has brought his considerable trial skills and experience to assist individuals who have been seriously injured as the result of the negligence of others as well as those who have been charged with a crime ranging from DUI to white collar crimes and serious felonies.
Mr. Rafter’s skill as a trial attorney have been recognized on both a State and even national levels. Mr. Rafter has served as an instructor for the National College of District Attorneys teaching Trial Advocacy to prosecutors throughout the county. He has also been a lecturer for the Maryland State’s Attorney’s Association. Mr. Rafter has also instructed police officers on search and seizure laws as well as the rules of evidence.
